Senior Program Manager

The role of Senior Program Manager is to provide necessary leadership and project management support in the form of guidance to subject matter experts in the IT Department for our current operations and for emerging and international markets.  Also responsible for coaching new project managers/SMEs on various ways CFG can run projects and the launch of new markets. The Senior Program Manager is responsible for all technical and project management aspects including people, projects software and hardware. Recommends, implements, and maintains IT practices, quality assurance practices and leads projects. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected. Provides the vision and leadership for developing and implementing Information Technology (IT) initiatives. The intent is to minimize costs while maximizing results and improving service quality.

Oversees IT functions for CFG to ensure the integrity of all information assets. This position leads CFG in implementing IT strategies, plans, programs and services to support both distributed and centralized business infrastructure. Role ensures appropriate technology is deployed to support the organizations objectives and reports on the results of Infrastructure.

DUTIES & ESSENTIAL JOB FUNCTIONS

  • Ensures project standardization, reducing duplication and leveraging resources such as people, technology, and communication. Responsible for project tracking, and project support.
  • Establishes and directs the strategic and tactical goals for the Information Technology Department design/ build function.  Aligns IT objectives and programs to CFG objectives.
  • Holds departmental meetings to review strategic goals and initiatives. The individual will promote team building.
  • Establishes strategic IT service provider partnerships.
  • Participates in vendor contract negotiations for telecommunications services, IT equipment, software, outsourcing and hosting services.
  • Escalates critical situations to IT vendors and telecommunications services providers account management team.
  • Presents IT plans and strategies to executive management.
  • Serves as project sponsor with outside vendors in the generation of RFPs, contracts, agreements, and other major vendor interactions. Oversees the establishment of an adequate plan for the control of Infrastructure and software.
  • Works with CIO in recruiting, hiring, and providing appropriate training for IT support staff and work to provide growth paths for staff.
  • Oversees the development and maintenance of IT systems architecture, definition of standards and protocols for data exchange, communications, software, and interconnections.

OTHER FUNCTIONS AND RESPONSIBILITIES

  1. Provides direction and advise IT personnel as a centralized management structure for a group of projects/SMEs in an IT organization.
  2. Provides leadership, team management, vendor and stakeholder negotiation and project risk management for the IT organization.
  3. Leverages standard industry project delivery methodologies like PMBOK, ITIL and Agile
  4. Reviews IT records and service metrics to determine department productivity, quality of output and cost of service. Develop methods to continually improve results.
  5. Provides advice on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.
  6. Participates in the negotiation of all IT acquisition contracts, soliciting involvement and participation of other management team members as appropriate.
  7. Ensures that enterprise information systems operate according to internal standards, external accrediting agency standards, and legal requirements.
  8. Ensures training programs are in place in the usage of all IT products and as needed for employees to carry out their job.
  9. Ensures that enterprise information systems operate according to internal standards, external accrediting agency standards, and legal requirements. This includes obtaining all documents required for audit (SAE, SAS 70 etc.) and using the ITIL version 3 frameworks for technology as a base for internal compliance.
  10. Assures protection for the information assets of the business through internal control, internal auditing, IT security, recovery procedures and assuring proper insurance coverage.
  11. Provides advice on technology matters to the IT Director/CIO.
  12. Other duties as assigned.

KNOWLEDGE, EXPERIENCE AND SKILLS REQUIREMENTS

  • Bachelor’s Degree in any of the following academic fields: Computer Engineering, Computer Science, Management Information Systems, Information Systems
  • Certified in Project management disciplines like PMP, ITIL or relevant experience preferable
  • 5+ years of experience in a similar position
  • Proficient in reading, writing, speaking, and understanding English & Spanish language
  • Strong written and verbal communication skills
  • Strong MS Office, Project and Visio skills
  • Teamwork & Detail oriented
  • At least 2 years of experience with Oracle Relational Database (PL-SQL)
  • Prior experience writing SQL queries and working with Query databases
  • Exposure to lending or financial services platforms
  • System migration experience

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

Work office environment and spend a lot of time solving IT project management situations. Work coordinating and follow up third parties and co-workers for projects deadlines. Evening or weekend work may be necessary to meet deadlines or solve specific problems. Work is primarily sedentary in nature; no special demands are required. Frequently carries equipment of approximately 1 to 20 pounds of weight and short distances (20 to 50 feet estimated).
